I noticed these small figurines my first time at the shrine. The fox is the messenger for Inari, and the head is a daruma doll. You fill in one eye when you buy it (they may come with one eye already painted) and then paint the other eye in when your wish comes true. I take these figurines to mean that two people were thanking Inari for making their wishes come true.
